Data Privacy Complaints in Cyprus on the Rise! – Part 1 of 3

Complaints on the Rise
According to Commissioner for Personal Data Protection Irini LoizidouโNikolaidou, citizens are increasingly vigilant about their rights. Over the past seven years:
- 3,381 complaints were filed, showing a consistent upward trend.
- 862 complaints were about spam (unsolicited marketing messages).
- Total fines imposed: โฌ1,764,000.
- The largest fine: โฌ925,000 (black surveillance van scandal).
Why More Complaints?
While violations remain, the Commissioner attributes part of the increase to public awareness. Citizens expect stronger safeguards, faster responses, and full accountability from both public and private institutions.
Unfortunately, cases often drag on. Though the law requires responses within one month, citizens report delays of up to four months.
Institutional Weaknesses
Many institutions fail to guide citizens to their designated data officers, pushing complaints unnecessarily to the Commissionerโs Office. The absence of visible contact points for responsible officers remains a gap identified in audits.
