Unauthorized Data Access & Future of Privacy – Part 3 of 3
Today we conclude our 3-part โBeyond the Headlinesโ series on Personal Data matters in Cyprus.
After exploring the rise in complaints (Part 1) and the spread of surveillance systems (Part 2), we now turn to unauthorized data access and the future of privacy.
When Employees Break Trust
Cases have emerged where staff in both public and private sectors accessed records without justification โ sometimes to check a spouseโs or acquaintanceโs bank account.
Audit trails now help trace such violations, with fines imposed. Citizens may also pursue court claims for damages based on Commissioner rulings.
Fragmented Systems: A Blessing and a Curse
The lack of a centralized data archive makes citizens resubmit documents, but it also prevents mass misuse. Since 2016, however, a Central Information Repository enables secure inter-departmental sharing โ an efficiency step balanced with privacy safeguards.
Looking Ahead
With AI and digital transformation, new opportunities and risks emerge. Investments in cybersecurity will be essential, but so too will upholding the rights of citizens to control their own data.
